Consider the problems facing the average Internet provider today, given that the competitive environment is opening up to new entrants so that the environment is changing rapidly. The issue is being framed in California today as the state implements a change in the law to allow competition among Internet providers, cable providers, and the telephone companies. In the past, telephone services were one type of service, cable television another, and Internet services still another."
