From the Paper:

"Worldwide, more than 2 million students study outside of their home country, while they simultaneously make "economic and foreign policy contributions to their host countries." In the past, the United States positioned itself as a global leader in higher education, qualifying as a prominent, desired destination for international students. Currently, however, a number of concerns trigger questions as to the extent America will be able to continue to attract an appropriate share of accomplished international students to its universities and colleges.
