From the Paper:

"Criminals come in all shapes and sizes, and they also come in many different categories, including predatory, property, violent, non-violent, and others. Because of this there are different types of individuals that must be looked out for and there are also specific characteristics that must be addressed in order to determine whether people that are noticed in the neighborhood are individuals that the neighbors should pay close attention to or whether they are just individuals that happen to be in that neighborhood for a totally benign reason. Preventing crime is so very important today that recognizing the common characteristics of potential criminals is something that everyone should train themselves to do."
