Analysis
The purpose of the War Powers Resolution was to reaffirm the Constitution by removal of the decision of war and peace from the hands of a single individual (the President) and insurance of a collaborative decision between the President and Congress. The War Powers Resolution states that Presidents can send troops into "imminent hostilities" only if Congress declares war, passes a law allowing the deployment, or if there is an attack on U.S. territory or armed forces.
