From the Paper:

"The United States government estimates that nearly 46.6 million individuals within the United States lacked adequate health insurance coverage during the year 2005(Ohio Hospital Association, 2006). In the past 20 years, the amount of uninsured Americans have increased by approximately one million people annually (U. S. Department of Health And Human Services, 2006). This growing trend can have significant effects on the ability of a healthcare organization to remain within operational margins. The annually estimated cost of treatment related to the uninsured population in America is between $65 billion and $130 billion (Ohio Hospital Association). "
