This paper analyzes the threat to the United States of maritime piracy and terrorism in the Atlantic and Caribbean Oceans. It uses the events of the bombings of the USS Cole, the attacks of September 11th, 2001 and the emergency management breakdowns of Hurricane Katrina in its analysis. The paper shows that the United States is unprepared for the threat of a significant maritime attack and that emergency management resources are woefully insufficient to prepare for the economic, infrastructural and human tolls of such an attack.

"Thus, as we draw to a conclusion on the discussion the threat facing our ports and seafaring vessels in such close proximity as the Caribbean Sea, it is necessary to comprehensively draw an understanding of the many ways in which current policy has failed to take on this problem. A redoubled interest in the inspection of all incoming cargo and a closely-coordinated effort in conjunction with trade partners in this region should help to effectively create a greater deterrent. But more importantly, discussion on 9/11 and Katrina here show that disaster management must also be closely attuned to the implications of a catastrophic terrorist or maritime event. This means an improvement of policy, resource distribution and terror prosecution, all of which are currently directed to efforts which detract from America's ability to provide security at its ports."
