"All these factors are in the public consciousness, and have to be borne in mind when an officer is dealing with suspects or members of the public. In addition, officers have to be aware of these stereotypes when dealing with other members of the police force. On many occasions when the police have been shown to have made mistakes in handling cases, or arresting the wrong people, the trouble is compounded by the bureaucracy which surrounds the service. In just one example, when it became necessary to change the police reporting districts of Buffalo Police Department in New York, this reconfiguration was severely hampered by red tape:"
