Air dominance, they say, has been an instrumental factor in every modern military victory. Without upgrading our current stock of planes, we risk losing our current air dominance.
"Yet others believe that the money is being poorly spent. The Raptor, they argue, has been troubled by design flaws and cost problems. Its development is far behind schedule. Our country's current aircraft commitments equal a meager 10 percent of the nearly 3600 planes in our existing force.
