This paper examines how, since the declining educational performance took hold of the educational world in the 1980?s and 1990's, educators and theorists have grappled with the ideas regarding what will create an effective learning environment. It generally reviews three of the major schools of thought regarding educational theory and, specifically, considers the elaboration theory (ET), which currently is receiving significant attention, review, and evaluation. In conclusion, it discusses how social trends have negatively affected educational theory development and what today's educational professional can do to affect positive change.

"Within the organizational structures, three significant theories of learning styles have emerged during the modern educational years. Beginning with B.F. Skinner who proposed that the majority of learning occurred when the instructor designed and controlled the learning environment, these theories have been alternately used, challenged, and then replaces as their effectiveness waned. Skinner's theories originated during the 20's and 30's at a time when our culture was highly structured with authoritarianism. The industrial paradigm is largely similar to Skinner's approach. During the 60's and 70's, while society at large rejected authority for personal freedom, the idea of cognitive learning theories emerged."
