The information included in the IFB must be complete and uniform for all bidders without display of preferential selection, the procedures for submitting bids must be standardized as much as possible, the requirements for opening and evaluating bids and awarding contracts must be clear and unambiguous, and two-step sealed bidding procedures must be monitored and managed uniformly across all divisions."
