America's false sense of security was shattered on September 11, 2001, with the attack on the World Trade Center. This paper examines how terrorism has impacted the United States in relation to the Fourth Amendment, intergovernmental relations, the economy and how the country is coping with the drastic effects of terrorism, especially since 9-11.

"Some experts believe the answer to terrorism is with the FBI and other government agencies switching gears and becoming more interlaced through communication. It is through improved communication, according to one published article, that terrorists can be spotted and stopped before hurting anyone. Instead of attacking the fourth amendment, according to this article, the answer is to improve the methods by which the FBI does its job(Frater, 2001).
One important aspect of terrorism is the bio-chemical tools that might be used. Experts in the field agree that the environmental experts need to work together with the various government agencies to prevent such attempts. According to one published study, it is vital to improve the communication between the agencies but it is not necessary to violate the fourth amendment without extremely strong evidence that there is clear and wide-reaching danger."
