This paper describes how global terrorism is a challenge that is difficult to deal with effectively, for it is a product of chronic political, economic, military, religious and ideological problems. The paper portrays how the twentieth century we left so gratefully behind us five years ago was plagued by brutal dictatorships, global military confrontation and war, economic injustice, religious intolerance, countless ideological rivalries and seething ethnic and racial hatreds.
