"TennCare is Tennessee's Medicaid managed care demonstration. The TennCare program was implemented as a five-year demonstration program approved by the Federal Health Care Financing Administration. (HCFA); which is now known as the Center for Medicare and Medicaid (CMS). The program received several extensions after the original expiration date of December 30, 1999. In July 2002, Tennessee began a new five-year TennCare demonstration program. TennCare was created in response to an already failing traditional Medicaid program and to help solve the state's budget problems. In 1993, Tennessee faced a budget shortfall of over $250 million caused by increases in Medicaid spending. State officials were forced to choose between massive cuts in spending or large tax increases."
