From the Paper:

"Other companies have a different approach to their supply chain. Many companies that are much larger with a more flexible budget order a standard amount of materials to use knowing that there will always be overstock to contend with. This is done as with very large companies it is vital that they never run out of something and if they were to run short on any needed supply a rush order may not be feasible to be filled as it would be to large to handle on a rush basis.
In addition the larger companies do not have weekly meetings that include the assembly line workers as there are thousands of employees working throughout the nation.
The supply chain management in such large companies are generally handled on a different level that includes one or two representatives communicating with the home office about the need for supplies and other elements of the supply chain.
In today's global economy there are often situations that include overseas customers or overseas material need. It is important to build a method in to handle such needs including cost factors, time delays and other things that may have an overall impact on the outcome of the company effort. "
