From the Paper:

"All of these funding sources have supported job-training endeavors in the past, and most are targeted to job training and workforce development. Most or all have a specific focus in California and/or with a specific target population that will be served by this program."
"On a go-forward basis, we expect to shift to a broader funding basis that will provide more sustainable funds, targeting specifically employers in the Glendale area that have been involved with the program and have seen success in hiring workers who came through the program. It will be the responsibility of the Client Services Administrator to maintain relationships with company executives and gain support and commitments based on program outcomes and success stories. Fund development is the responsibility of the Executive Director."
