"Although educators may not all agree on the best approach to delivering high quality educational services in an elementary school setting, it is reasonable to assert that all teachers expect and require a classroom environment that is conducive to learning and is free of student-on-student violence. In this regard, there has been an increased focus on violence in the nation's schools in recent years in response to a number of high-profile school shootings in Columbine and Littleton and bullying incidents which has resulted in the formulation and implementation of a number of violence prevention programs in schools throughout the country. To date, the overwhelming majority of these laudable initiatives, though, have been concentrated on urban, inner-city neighborhoods, and the majority of these programs have focused on adolescents. Unfortunately, there remains a dearth of such timely interventions designed specifically for younger students, despite the fact that many such undesirable behaviors and accompanying attitudes become apparent long before adolescence in reached."
