"As Chief Legislator, the president can be one of the most vocal supporters of a bill, pushing the country to show its support and therefore helping to twist Congress's arm. However, a popular president has the power to virtually kill a bill by campaigning strongly against it. President Bush was able to win the support of both Congress and the American people for key national security bills such as the Patriot Act after 9/11. At the time the president's popularity and his active campaigning for the bill may have been part of the reason why such bills were able to be passed."
