This paper contends that institutional restructuring of the water sector in India is imperative to achieve the goal of providing safe, sustainable and equitable water supply to all urban citizens in India. The paper explores the indicators of average daily water availability and highlights how the main problem is inefficient management of available water. Some of the major constraints to water management are identified such as the financial, technical and regulatory issues that are really consequences of a lack of institutional role clarity, accountability and autonomy. The paper also analyzes the possible institutional structures that are in existence in the water sector and how they could improve the system. A model for restructuring the water sector is recommended and an explanation for how it will mitigate institutional risks and reform the process is provided.

"The link between access to adequate quantities of safe drinking water and health, particularly infant mortality, is well established, and the Millenium Development Goals, agreed by the community of nations, place great emphasis on access to safe drinking water for all. In urban India, more than 90% people have accesss to 'safe' drinking water, and 73.6% people have access to piped water supply. This, however, hides large disparities in access and modes of access to water supply across states, cities and between poor and non-poor communities. The poor, particularly in non-formal settlements have limited access to timely and adequate supply of safe drinking water, and incur large coping costs in terms of buying water from the informal, private providers, storage of water, cost of treatment of water borne diseases and consequent loss of wages."
