"This paper is a review of Public Law 89-10, Title I and an assessment of its relative merits and demerits. The paper begins with a review of the background of the problem, that is to say, the educational void between poor and wealthy children as it existed in 1965, and proceeds from there to assess whether or not the scope and severity of the "problem situation" was clearly described in the original legislation. From there, the paper looks briefly at how the problem was articulated in the legislation and states the goals and objectives of the statute. The paper then examines whether or not all "dimensions" of the problem situation were described in the initial legislation and looks also at whether or not prior efforts in the matter of improving education for impoverished students were chronicled and assessed when the Bill passed in early 1965."
