Requiring federal approval since Medicaid funds are involved, the Oregon Plan was initially ignored by the lame-duck Reagan Administration, then encouraged by successor George Bush as it wound its many-year way through the tricky ethical/ practicality swamp of forging a workable plan through unknown territory.
