6,392 words (approx. 25.6 pages) | 20 sources | MLA | 2007 United States

Paper Summary:

The paper examines the No Child Left Behind Act (NCLB) and uses it as a case study to examine how it reflects the change in American federalism towards a more powerful and active central government. The paper focuses on the use of conditional aid, the failure of political safeguards, a shift in ideology by the Republican party and what is likely to be the future of the federalist structure. The paper uses footnotes in MLA style but does not include a works cited page.

Outline:
I. The Requirements of NCLB and the Expansion of the Role of the Federal Government
II. The Use of Conditional Spending Power by the National Government to Enforce Compliance
III. Decline in the safeguards of federalism
IV. A Shift in the Republican Party Ideology
V. The Future of Federalism in the United States.

From the Paper:

"The passage of the No Child Left Behind Act (NCLB) in 2002 dramatically reshaped the federal role in public education. Although technically a reauthorization of the Elementary and Secondary Education Act (ESEA) of 1965, NCLB marks a significant shift in federal education policy, creating an unprecedented level of federal involvement in education and a power grab of education policy from the states. As NCLB exemplifies the overall general change in the power relationship between the states and the national government, it provides an ideal vantage point from which to examine federalism in the United States."
