This paper begins by looking at the NARC's history and purpose, discussing its main aim of furthering the cause of regionalism. In order to understand this goal, the writer defines the term 'regionalism'. It then discusses one of the council's major functions which is the implementation of equal state and local welfare. The paper then concludes with a description of the NARC's acts and achievements - both micro and macro.
