From the Paper:

"The twenty-first century assures a more culturally diverse public workplace. As school district leadership cultivates the responsibility and action of connecting diverse sections of the populace into one strategic workforce, the public school system of tomorrow will more demographically represent the communities they operate in. Applying proper focus and guidance to the areas of recruitment and hiring on their workforce population will benefit school districts and their students, parents and community members serving the public as school district employees. To manage diversity is to make possible the advancement and success of the multicultural school district."
