This paper notes that juvenile delinquency and risky behavior in youth are rapidly increasing in the US and as a result, the demand for more successful residential placement facilities instead of youth detention centers has increased. The approach taken for at risk youth in the criminal justice system was long geared toward intervention, treatment and rehabilitation with the court acting in loco parent is in many cases in order to adjust the behavior of the young person and to provide needed guidance.
