Paper Summary:

The paper discusses how approximately 40 percent of fourth-grade students cannot read at what the National Assesment of Educational Progress (NAEP) terms the "basic" level, and the percentage rises even higher among low-income and minority children. The paper details strategies for improving reading fluency and comprehension. The paper concludes that it is important to understand that many students will continue to have problems with comprehension due to limited fluency, background knowledge, and/or comprehension strategies, however over time students should begin to show positive outcomes in their reading abilities

"The 2000 National Reading Panel Report states that reading programs should be based on scientific research, and such programs emphasize five major components of reading acquisition: "phonemic awareness, phonics, fluency, vocabulary, and text comprehension" (Salinger). In other words, students must have understandings, skills, and strategies in these areas because each area represents a piece of what is called the "cognitive puzzle" of literacy, and by learning to draw on understandings in each area, students acquire the strategies they need to grow as learners (Salinger)."
