"While it is clear that the present free-trade agreements have not culminated in anything 'free' to the United States, it is just as clear that the harm and negative impact to developing countries has been just as destructive if not even more so. And yet, it is desirable that the United States regain its level of manufacturing employment prior to the time when companies discovered the much cheaper labor in developing countries. In order to accomplish the goal of regaining levels of manufacturing employment it will be necessary that worker training, education and skill-building are focused upon. This can be best accomplished through implementation of Lean Manufacturing, which is a successful, effective, and proven system for optimizing productivity potential in the manufacturing industry."
