This paper discusses the relatively recent trend in Europe toward a union of countries dedicated to the preservation and advancement of human rights and the political, social, and economic cooperation among European nations. The paper then goes on to examine where Germany fits into this picture and how, in many ways, Germany sustain these values more than any other state in Europe.
From the Paper:
"Modern interstate relations in Europe are declared by Europeans to be little short of perfect. Every nation, as well as every state is told to act toward others, as do the states of the European Union. Inter-European relations, we are informed, demonstrate the standards to which everyone ought to aspire. In addition, the similar cultured rules of political behavior relate within each country."
