"It started in 1897 when the Florida Legislature passed "An Act to Provide for the Locating and Erecting a State Reform School." Three years later, the Florida State Reform School was opened in Marianna. Before reform schools juveniles was incarcerated with adults. Almost 100 years later, the "Juvenile Justice Reform Act of 1990" called attention to early intervention and prevention programs for juvenile delinquent children within the Department of Children and Family Services of the Florida Department of Health and Rehabilitative Services."
