"This paper has its origins as part of a larger study of disability and the education system. The operating hypothesis of this paper in its research stages was that while paternalistic structures of authority and control - inherent in the medical model of disability - were expected to have played a prominent role in the early history of the education of children with disabilities, in the modern (post 1970) era this will have yielded to educational approaches based more on the social model of disability."
