The paper explores the training program considerations for the United Nations Civilian Police force, such as the need for basic communication skills, conflict resolution and negotiation skills, effective motivational techniques and leadership training for supervisors. The paper shows how the challenges facing an international police force are very complex. The paper predicts that these challenges are going to become even more severe as the use of the United Nation's Civilian Police force becomes more commonplace in response to the ongoing wars in the post-September 11, 2001 environment.

"One of the most influential movies of the 20th century was "The Day the Earth Stood Still" (1951) which featured a spaceship complete with a powerful intergalactic robotic police force that was authorized to enforce the universal peace (Allison, 2007). While membership in the intergalactic community was not required, when worlds threatened the intergalactic peace, these robots would step in and restore order, and were authorized to use whatever force was necessary to accomplish this mission. By sharp contrast, the United Nations Civilian Police force is tasked with many of these same responsibilities but without such a clear mandate and certainly without these levels of power. In this environment, using the resources that are available to help accomplish organizational goals has assumed new relevance and importance, and these issues form the focus of this study."
