The foundation for the change was begun nearly twenty years prior, when a document published by conservatives at the University of Chicago articulated a strategy through which the Republicans could wrest control of the political spectrum from Democrats; this policy helped lay the groundwork for a widespread conservative movement among the general public, resulting in a massive political shift in the House and Senate.
