Since Fidel Castro took control of Cuba in the 1950s during the administration of U.S. President Dwight Eisenhower, American policy toward Cuba has been based on the dream of a communism-free Cuba with a democratic government and a capitalist free market economy (Radhu, 1998). American policy toward Cuba has tended to position Fidel Castro as the primary obstacle to the achievement of this dream. The presence of a politicized, activist, and influential Cuban exile community in the United States has been one of several factors that underpins the persistence of this policy.
