From the Paper:
"The use of alcohol has a long cultural history, with ancient peoples such as the Ancient Egyptians and the European Celts brewing beer for consumption. Medieval European society, with no clean water, had beer rations for young children, and alcohol was a regular feature of every meal time. Alcohol was also used in ritual events, and socially. With this history, it is hardly surprising that alcohol has remained a popular social tool: the desire to drink alcohol was so strong that people were prepared to witness the rise of Mobsters rather than be abstinent. Alongside social drinkers, however, there are some for whom drinking becomes a serious problem."
