In a report entitled Improving the Prospects of Developing Countries, the Committee on Economic Affairs and Development of the Parliamentary Assembly Council of Europe "emphasizes the need to ensure better governance in the developing countries themselves, accompanied by more democracy and rule of law, a greater respect for human rights, as well as regional and internal peace and stability.""
