This paper presents a review of literature regarding the basic tenets of human and management theory, especially how the two relate to the fire service. Specifically, the paper compares and contrasts Abraham H. Maslow's and William Ouchi's idea through a comprehensive literature review, and then presents a conclusion regarding how this relates to the fire service. Using these conclusions, it is possible to put forth recommendations for the improvement of the fire service over the long and short term.

"Classically, Maslow represented his hierarchy of needs in the graphical format of a pyramid; while the presentation of a graphic is beyond the scope of a literature review, it is appropriate and relevant to discuss each of the elements of the pyramid in an effort to explain Maslow's hierarchy and how it applies to the average person (Sawyer, 2006). At the base of the pyramid, so to speak, are the most basic needs of every human being that has ever lived throughout any period of history: the basic desire and need to simply survive as well as the need for individuals to have food, shelter. Of course, without any of these, a human being would not long exist, and other needs would be irrelevant, and it is from these needs that the subsequent facets of Maslow's hierarchy come to life and gain value."
