The paper investigates the issue of the trying minors in the State of Virginia and subsequently issuing them the death penalty. It describes the Washington-area sniper case of 2002 in which 14 people were left dead in a 23-day period following a murder spree by two men, one of them a minor when he committed the crimes. The paper discusses all aspects of capital punishment within the context of this case.

Also, Currently in Death Row across the united states there are 3,717 inmates awaiting execution; 1,695 white, 1,602 black with minorties making up the other 420, putting to rest any argument of racial discrimination of inmates Dudley Sharp, resource direction of the victim advocacy group Justice for All states that the risk of executing an innocent person has been overstate by opponents, when in reality the risk is extremely low."
