The paper also reveals that force may not be the most effective method in achieving political goals on the intrastate level. The paper explains that in a civil battle, systematic resistance is the most effective in bringing victory. The paper discusses how the international community condemns countries using force as a means for self-interest and brings the Vietnam War and the Iraq War as examples.

"Force and the threat of it is the single most effective method in achieving political goals on the international scale. Force that has credibility and capacity acts as a persuasive deterrent (Art,9). In the same manner it aids in coercive diplomacy. Not only does force deter, it grants the power of compellance, the use of force to change the status quo. Force illustrates that the peaceful solution is the best solution. Although force does not guarantee victory, it greatly increases the chances of not needing a victory in the first place."
