"The segregation of human immunodeficiency virus (HIV) positive inmates is ethical. HIV can be detected by a blood test. An individual can have HIV for a long period of time before symptoms appear which could lead to acquired immunodeficiency syndrome (AIDS). HIV is transmitted through the highly intrusive exchange of bodily fluids such as blood transfusions, sexual intercourse, and the use of infected hypodermic needles. It has been a common practice for many years to quarantine patients with deadly and contagious diseases. Segregating HIV positive inmates protects healthy inmates and staff. Prison inmates engage in risky behaviors that can result in the transfer of the virus than the general population."
