Paper Summary:

The paper discusses how providing basic education and computer and life skills is necessary to aid inmates in finding employment upon their release. The paper suggests the use of community-based programs that will reduce inmate populations and provide inmates the opportunity to receive proper counseling for mental, drug and substance abuse problems. The paper also points out the advantages of house arrest or electric monitoring as an alternative for incarceration. The paper posits that having the inmates work toward making the community a better place will instill a sense of pride in both the inmate and the community.

"One of the options to incarceration is community-based corrections. The community based systems will be able to provide treatment for things such as substance abuse testing and treatment, sex offender treatment, domestic violence counseling, anger management services, employment placement and training, vocational training, housing assistance, health services, and mental health treatment. By providing the offender with this type of assistance, the recividsm rate may be reduced.
"To keep an inmate from re-offending and have a successful transition back into regular society, he or she must be equipped with the knowledge and skills necessary to succeed. The most important of these skills is education. To provide the inmate the opportunity of success, the jail will offer a program designed to enhance his or her education and skills in attaining employment by providing the knowledge and tools necessary to both attain and maintain a job."
