This paper examines the debate over gun control by limiting the related arguments to the questions of whether an individual should have the right to bear arms in the United States today and whether depriving the individual of the right to bear arms would constitute an infringement of basic civilian rights. The paper concludes that, instead of banning firearms completely, it would be wiser to control their usage and ownership in a variety of well-regulated manners.

"In September of 1787 the United States Congress approved the Second Amendment which ensured that the rights of the American people to "keep and bear arms... shall not be infringed." [1] Although this amendment was designed to establish a "well-regulated militia" in America, it has been hotly disputed ever since. It was first legally argued in 1837, when the court case Nunn v. State banned handguns in Georgia and was later overturned by the Supreme Court as a violation of constitutional rights. However, those same rights didn't apply to slaves, and the 1850s saw a rash of laws which prohibited them from bearing arms. Even when slaves were emancipated in the 1860s, southern states still upheld these "Black Code" laws."
