This paper discusses the need for alternative communications systems within the health care system for use in times of emergency. The paper first examines the aftermath of the 9/11 terrorist attack on New York and the resulting collapse of mobile phone and internet networks as an example of the need for emergency systems. The paper then makes the argument that prior planning and the establishment of recognized protocols is essential if the healthcare system is to be able to continue functioning in the event of an emergency situation.

"During and immediately after the terrorist attacks of September 11, 2001 cellular telephones and Internet connections were disrupted on a large scale, both in the metropolitan New York City region as well as throughout other communities not directly affected by the attacks themselves, highlighting the vulnerabilities of our reliance on cell
phones. In general, redundancy or communications systems and protocols decreases the likelihood of comprehensive communications breakdowns. Redundancy applies equally to providing access to copies of data maintained off-site and to land-line telephone contacts not dependent in any way on internal databases or communication systems."
