"First of all, not a month had passed between the UN requesting diplomatic negotiations and NATO threatening airstrikes. Such a bellicose policy makes no friends internationally, and creates the appearance of a bullying county (as most of NATO was composed of US troops). This ham-fisted approach had a negative impact on the perception of the war in the eye of the public. In addition, the fact that a peaceable solution was barely considered becomes a liability and increases the bloodshed. What was needed was a prolonged discussion, without the Damocles Sword of NATO hanging over the Serbs' heads. Intervention shouldn't have been an option until talks failed, not the first idea that came to mind."
