This paper looks at the relevance and applicability of John Kingdon's book, "Agenda, Alternatives, and Public Policies", to the question of how cigarette labels were developed and how they managed to be placed on the very product that they attack. "This evidence illustrates the truth of Kingdon's model regarding the public policy path when it comes to the labeling on cigarette packages in that it shows the more public pressure that is brought forth the larger the window becomes and the politicians react to that window. Once the initial fear has been realized however, and the court cases have died down the public will not be as eager or as vocal about their desire to affect change and that window will close."
