"This chapter recognizes a trend in society as victims demand more rights in the criminal justice process, seeing the process as stacked against them and in favor of the accused. What victims want, they say, is a system that recognizes their suffering and that does not make them suffer even more by having to wait for justice, by being denied the right to speak, by being excluded from the process, and so on. Increased recognition of the problems of victims has produced a shift so that victims are given more and more rights in the process, and these changes have been brought about by the actions of special interest groups supporting the rights of victims, often as a way to make the system more responsive to the needs of the public and to overcome problems associated with plea bargaining, time delays, the perception of soft sentences, and early prisoner releases."
