This paper is on the legal framework governing activities involving computer programs as embodied in the Uniform Computer Information Transaction Act (UCITA). This was a code created in the first place in order to clarify the legal framework for this area of the law, and the paper shows that a need for such a system is greater than ever, though opposition to the law has also developed.

"The legal framework governing activities involving computer programs the has been developing slowly as the industry develops, and among the problems faced is the fact that computer technology and related technologies change rapidly, often more rapidly than the law can change. One way of addressing this question is through the adoption of the Uniform Computer Information Transaction Act (UCITA), and Foster (1999) note some of the issues involved when he writes, The emergence of the software industry created a number of situations where it is often unclear which laws may apply in disputes between software publisher and software user. Judges can be faced with the choice of deciding among federal and state laws regarding intellectual property or consumer protection, or they might choose to apply the existing UCC (Uniform Commercial Code) Article 2 which covers sales of goods (para. 2)."
