This research assesses a proposal to limit the dollar value of imports from the People s Republic of China (PRC) into the United States (US) to the level of the dollar value of US exports to the PRC. This assessment is made within a context that is primarily economic as opposed to political in character. Given the political aspects the relationship between the US and the PRC, however, political factors cannot be completely ignored in this assessment.
