The Council of Economic Advisers (CEA) forecasts 2.3 percent growth through 2002. Generally, both the Federal Reserve Board and the Congressional Budget Office agree with this assessment (Bluestone & Harrison, 1997, 60). The year 1999, the last of the 20th Century, is forcing American economic theorists to completely reevaluate almost every aspect of traditional economic thinking, including reliance on traditional economic indicators (Lindsey, 1998, 42)."
