It takes what was spent in the previous year as the jumping off point and begins its deliberations on what to spend in the upcoming years based upon that. By using this method, the government can operate according to expectations that have some recent history to support claims that more money is needed or less can be done with. It looks at how things went in the past year and decides where to beef up spending and where to cut."
