In this case, it is evident that the state government has many areas of consideration. The paper explains that there are those within society that have been adversely affected by the use of tobacco and tobacco products, there are the tobacco companies that have produced the products, the health care facilities that treat individuals with illness caused by these products, the tax payers that must pay for health care which the patients cannot afford and the states that must absorb the cost of the health care.
