From the Paper:

"Several legal cases regarding the timeout intervention have surfaced. In Rasmus v. State of Arizona (1996), an eighth-grade student was put in a locked, windowless timeout room for ten minutes. Although no trauma was shown upon leaving the timeout room and the unwanted incidents were not repeated for the rest of the school year, the student had an emotional handicap and alleged that his Fourth and Fourteenth Amendment rights were violated. The Fire Department investigated and the locks were removed since they constituted a fire hazard. The parents filed a complaint with the Arizona Department of Education (ADOE) who found violations of ADOE guidelines for timeout rooms."
